open PDF with chinese characters in file name

wont open files with Chinese characters in the name , but as soon i rename to just letter a.pdf opens without problems.
"你好"
same for Russian characters like "привет"
it gets "unknown error"
who knows with others?
seriously not being able to handle that yet?!
